"Culture of Arrogance"
That's the euphamism being used by the new President of NYRA to explain their recent troubles:

That's right - NYRA has no divine right to run the tracks, and the state could just as easily give the contracts to a private firm. Then again, it's probably true that horse racing - like boxing - is just inherently corrupt.
New York Racing Association President Charles Hayward told a legislative hearing in Albany yesterday that NYRA has changed its "corporate culture" and has taken several steps to improve business practices and rebuild public trust. Hayward, who was named NYRA president at the end of last year, says a culture of "arrogance" fostered by the former top executives at NYRA led to the organization's recent troubles.
Arrogance, as we all know, tends to lead to federal crimes: NYRA was indicted on federal charges of conspiracy to defraud the government by helping some pari-mutuel clerks file false tax returns.
Very arrogant.
